Get SSA to "pay" attorney fees arising from your OWCP claim

If you are receiving FECA benefits from OWCP and a reduced Social Security Disability payment from SSA, you can get SSA to "pay" your attorney fees as an "excludable expense." SSA has a document available online explaining how to report your attorney fees paid in connection with receiving FECA benefits from OWCP. The attorney fees will be used to reduce the offset amount.
